The Closure is Temporary

Main Street is closed under the CA Vehicle Code, which specifically authorizes temporary street closures. Any future City Council can reopen the street at any time (Court of Appeal, p. 11 and 25).
That means a future City Council could simply reverse Main Street's closure after millions of dollars have been spent.

Businesses are unlikely to invest $75,000–$100,000 in a parklet (a traffic-safe outdoor dining patio) unless they can remain when the street is open to traffic. (Parklet Estimate)
With an open street, requirements for pedestrian safety and emergency services limit the number of viable parklets to only a handful within the entire closure (City of Ventura, p. 3)
In reality, most businesses would not have a parklet.
